EAPB members present promotional bank business models at Conference on Public Banking in Pamplona, Spain

On 27 October 2017 three EAPB members, Investitionsbank Berlin (IBB) from Germany, BNG Bank from The Netherlands and Finlombarda from Italy contributed to a conference on experiences in public banking, organised by the regional Government of Navarra in Pamplona, Spain. They demonstrated the added value of promotional banks in terms of support for economic development, public infrastructure and social projects. They also highlighted the regulatory challenges for promotional banks.


The Autonomous Community of Navarra is considering the possible creation of a public financial institution. The conference is part of an exercise to learn from successful models throughout Europe. To this end, the regional government - via CPEN, the entity managing the shares of the region - has commissioned a qualitative market study in Navarra in order to identify the economic and social needs of the region. The successful bidder, Bizilan S.A., is a consultancy located in Bilbao, dedicated to the realization of economic and market studies and the development of sociological research since 1988 with extensive experience in both the private and public sectors. Also the University of Navarra has carried out a legal analysis of the viability of the aforementioned public financial institution, whose results they are being analyzed by the regional Government of Navarra.
