4 associations joining forces for a smarter EU budget to unlock EU competitiveness - The European Association of Public Banks (EAPB), together with AECM - European Association of Guarantee Institutions, the European Association of Long-Term Investors (ELTI), and NEFI, has issued a joint statement on the next Multiannual Financial Framework (2028–2034) proposed by the European Commission.


The 4 associations represent 89 promotional institutions supporting the real economy through long-term investment and SME financing across Europe.

As the EU faces a significant investment gap affecting competitiveness, we underline the importance of financial instruments and budgetary guarantees to maximize the impact of EU resources.

Our shared priorities include:

✅ Strengthening the role of financial instruments in future National and Regional Partnership Plans.
✅ Reinforcing the ECF InvestEU Instrument under InvestEU as the main delivery tool for EU guarantees and investment support.
✅ Introducing a simplified performance framework when EU funds are delivered through guarantees and financial instruments.

To turn these priorities into practice, the 4 associations have also prepared nearly 50 joint legislative amendments across the relevant regulations.

We look forward to working closely with EU institutions and stakeholders to ensure the next EU long-term budget accelerates efficient investment and strengthens Europe’s competitiveness.
