The European Association of Public Banks (EAPB), together with National Promotional Banks and Institutions (NPBIs), welcomes the EU’s efforts to strengthen Europe’s resilience, strategic autonomy and industrial base.
In a joint position paper, EAPB and NPBIs call for a proportionate and practical implementation of the Industrial Accelerator Act (IAA), with targeted amendments in three key areas:
Reducing administrative burdens, particularly for loans and guarantees that mobilise private investment.
Ensuring proportionality, including a threshold for smaller projects and appropriate requirements for building materials.
Aligning the IAA with the Net-Zero Industry Act (NZIA) to ensure consistency and simplify implementation.
The paper also calls for a coherent approach to cybersecurity, with requirements applying consistently to relevant products and systems regardless of their source of financing.
The proposed amendments aim to ensure that public finance can continue to mobilise private investment and support Europe’s industrial, strategic and sustainability objectives.
