InvestEU needs a stronger floor

26 October 2026

Europe needs to mobilise private capital for competitiveness, the green and digital transitions, security, social investment and SME financing. The Irish Presidency’s revised Negotiating Box for the 2028-2034 MFF moves in the opposite direction.

Together with AECM, the ERBD, ELTI and NEFI, we represent 90 promotional financial institutions that play a key role as implementing partners and financial intermediaries under InvestEU. Today we are sharing our serious concerns.

What is at stake

- Minimum Union support for the ECF InvestEU Instrument would be set at EUR 14.79 billion, more than 60% below the current InvestEU guarantee adjusted for inflation (EUR 40 billion).

- A 5% top-up from the ECF policy windows is too modest to make InvestEU the budget amplification tool it should be.

- The EU Facility would be cut by 49%, with no minimum amount for social investment and skills.

-  Every euro removed from provisioning means less private and public investment crowded in, while the Draghi report puts the investment gap at EUR 750-800 billion a year.

Our call to the Council and the European Parliament

1️⃣ Raise the floor: minimum Union support of at least EUR 40 billion from the outset.
2️⃣ Strengthen incentives: contributions of at least 10% from the ECF policy windows.
3️⃣ Protect social investment and skills: bring the EU Facility back closer to the Commission’s proposed level, with at least 10% for provisioning the ECF budgetary guarantee, to continue the social investment and skills window.
