Growing investments in infrastructure measures NRW.BANK extends promotional funds of 9.5 billion euros in first nine months of 2022

In the first nine months of 2022, NRW.BANK extended promotional funds totalling 9.5 billion euros, 18 percent more than in the same period of the previous year (€ 8.0 billion). This increase is due to the fact that the economic situation continues to stabilise after the COVID years and that planned investments that had been suspended, e.g. in infrastructure measures, are now being implemented.


In the promotional field Economy, NRW.BANK granted new loans in the total amount of 3.8 billion euros as of September 30, 2022. This is equivalent to an increase by 41 percent (previous year: € 2.7 billion). Demand was particularly strong for the NRW.BANK.Universalkredit, a promotional programme for a broad range of corporate investments, under which new commitments in the amount of 1.4 billion euros were made – an increase by 94 percent (previous year: € 0.7 billion). New commitments under the new NRW.BANK.Gründung und Wachstum programme launched on January 1, 2022 amounted to 314.9 million euros. This promotional programme pools two previous programmes and provides additional financing options. In the same period of the previous year, the volume of new commitments for both programmes was 208.8 million euros (+51%). New commitments under the NRW.BANK.Digitalisierung und Innovation programme totalled 267.0 million euros (previous year: € 119.5 million), which represents an increase by more than 100 percent.

In the promotional field Infrastructure/Municipalities, the volume of new commitments increased by 29 percent to 4.0 billion euros in the first nine months (previous year: € 3.1 billion). This includes the promotional funds for infrastructure projects, which rose by 44 percent to 2.0 billion euros (previous year: € 1,4 billion). 479.7 million euros thereof were newly committed under the NRW.BANK.Infrastruktur programme (previous year: € 191.6 million, >+100%). New commitments under the NRW.BANK.Baudenkmäler programme, which can be used to make buildings worthy of preservation and often typical for the area fit for the future, amounted to 55.3 million euros (previous year: € 21.3 million, >+100%).

In the promotional field Housing, capacity and supply shortages, rising prices and the lack of residential building land affected housing construction. As a result, the volume of new commitments declined by 24 percent compared to the same period of the previous year (€ 2.3 billion) to 1.8 billion euros. In spite of this trend, demand for two programmes was particularly strong: New funds in the amount of 23.5 million euros (previous year: € 16.0 million, +4.7%) were granted under the NRW.BANK.Gebäudesanierung programme. The new NRW.BANK.Nachhaltig Wohnen programme, which was launched in summer 2021, recorded a volume of new commitments of 70.2 million euros (previous year: € 23.5 million. >+100%).

Demand for promotional programmes that have a positive impact on energy and resource efficiency also picked up. NRW.BANK has pooled these programmes in the Energy Transition / Environmental Protection theme. As of September 30, 2022, an increase by 6 percent to 2.7 billion euros (previous year: € 2.5 billion) was recorded in this field. Among others, the NRW.BANK.Effizienzkredit programme was in strong demand, with new commitments totalling 449.2 million euros (previous year: € 61.8 million, >+100%). One reason for this increase is the fact that the programme can now also be used for the energy-efficient refurbishment and construction of commercial buildings. In the same period, new loans in the amount of 639.7 million euros (previous year: € 508.8 million, >+26%) were committed under the NRW.BANK.Energieinfrastruktur programme.
